Application text
The proposed works involve the construction of a low earthen bund along the edge of an existing agricultural field at the Clonmore site. The works form part of an EPA-funded research project examining the effectiveness of nature-based interventions for reducing and managing rainfall runoff from agricultural land. The proposed bund will: be no more than 1 metre in height; extend for approximately 80 metres along the edge of the existing field, broadly following an area where a hedgerow previously existed; and be constructed using clean, suitable soil brought onto the farm. The bund is intended to slow and temporarily retain surface-water runoff during rainfall events, reducing the rate at which water leaves the field. The intervention will also be monitored as part of the research project to assess its effectiveness as a practical nature-based measure for managing agricultural runoff. The works will involve minor ground preparation followed by the placement and shaping of suitable soil to form the bund. The bund will remain low in profile and will be integrated into the existing agricultural field boundary. We are liaising with the Environmental Protection Agency (EPA) regarding the movement of soil onto the site to ensure that all material used is of appropriate quality and suitable for use on agricultural land. As part of this process, the EPA has requested confirmation that an appropriate planning exemption is in place prior to the movement of soil onto the farm. The purpose of this application is therefore to seek exempted development status of the proposed works before construction and the associated movement of suitable soil onto the site proceed
