Block A at Nevinstown, Swords, Co. Dublin is an existing four storey Mixed Use Development building (see previously approved FSC (FSC 877/07, FSC 571/08 & FSC 178/09)) containing 2 no. bars / restaurants & 2 no. retail spaces on the ground floor and a three-storey nightclub on the upper floors above. The development is over a basement level carpark. The existing bin stores are accessed externally on the East side of the development. The existing development has full fire brigade access around the perimeter of the site with four hydrants located within the site boundary as shown on the included site plan. The scope of works for the ground floor shall be the change of use from Restaurant to open plan office with ancillary storage and associated material alterations. The ground floor shall be compartmented from the upper floor offices and the existing Retail / Restaurant units on the ground floor. It is further proposed to separate the existing basement staircase from Stair no. 01 and incorporate a reception area and speedlanes within Stair no. 01 whereby the reception area shall not exceed 10m2 and speedlanes will release open on activation of the FDAS, thereafter there is no proposed works to the existing staircases serving the upper floors. The upper floors, currently used as a nightclub, are proposed to be office space that shall be designed as a single compartment as it is proposed to retain the existing atrium and strategy that connects the first to third floor. It is further proposed to provide a feature stair and seating rows between the first and second floor. It is noted that due to the previously approved occupant capacity of the nightclub on the upper floors the development is served by 4 no. escape stairs. This far exceeds the requirement for the proposed occupancy load of the office and ancillary accommodation.
