Permission for development at North Est, Dunkettle, Co. Cork. The proposed development is for site clearance and construction of a new railway station and strategic park and ride facility. Permission for 1) a 94 metre station platform on each side of the existing railway line, with shelters, seating, bins, lighting, CCTV, railings, speakers for public address, customer information signs and station signage, directional and station signage 2) lifts and stairs on the platforms connecting to an enclosed pedestrian railway overbridge 16.0m long x 3.0m wide x 2.6m minimum enclosed height. The lift shaft is 11.54m in height above the proposed adjacent carpark level and 8.65m in height above the proposed footpath level at station entrance from the L3004. Station storage areas are provided beneath the stairs, ticket vending machines and validations poles, 3) a strategic park and ride facility with 300 vehicle parking spaces comprising 236 general, 17 disabled, 7 age friendly, 24 E-charging, 16 motorbike spaces, 166 bicycle parking spaces comprising; 124 covered bicycle stands, 42 bicycle lockers including 12 e-charge lockers, pedestrian footpaths, landscaping, seating and a set-down area for bus, car and taxi, 4) Upgrades to the existing site entrance on North Esk Road to include; reduction in carriageway width from 14m to 9m and reduction in kerb radius at the location of the new uncontrolled pedestrian crossing, 3m wide segregated shared pedestrian and cyclist access and tactile paving, a 10.1m wide gated vehicular entrance and 3m wide gated pedestrian/cyclist entrance to the park and ride facility. The internal access road will be upgraded to include a new right-turn lane and 7.3m wide gated vehicular entrance to provide access to the remaining site, 5) Upgrades to the existing L3004 to include a table-top arrangement and a signalised pedestrian crossing, a vehicular set-down area and a new footpath along the south side of the road between the existing bus stop (no. 248601) and the station entrance, 6) Surface water drainage system comprising of a porous asphalt/paving system, carrier pipes, landscape bio-retention areas, and discharge outfall, 7) Foul drainage system comprising a private packaged pump system with a rising main and a connection to the existing foul drainage network at the L3004, 8) 200m long diversion of an existing 750mm diameter water main, 9) New connections to electricity and water infrastructure, an uncovered bin storage area 5.5m long and 4.0m wide. 8.9m wide gated access off the proposed park and ride to provide access to the remainder of lands to the east, 10) Demolition of existing derelict single-storey building and low walls across the site, 11) 12m long x 4.7m wide x 4.7m high single storey station services building and, 12) All ancillary site clearance and building development works including signage, lighting, site drainage, hard and soft landscaping including earthworks, boundary treatment, planting and landscaping works. A Natura Impact Statement (NIS) has been prepared in respect of the proposed development and is available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy during the offices of the Planning Authority.
