Elective Treatment Centre
Permission for the construction of an Elective Treatment Centre. The proposed Elective Treatment Centre is 4 storeys in height and includes operating theatres, minor procedure rooms, endoscopy rooms, with associated laboratory, pharmacy, medical records, facilities management, patient support, staff and ancillary accommodation. Internal and enclosed external plant is accommodated on part of the third floor and on the set back fourth floor which also provides for rooftop solar PV panels. The construction of the Elective Treatment Centre will be facilitated by the proposed demolition of a single storey former hospital building and associated ancillary structures including a single storey plantroom and single storey equipment shed located to its rear. It is also proposed to demolish a single storey plantroom to the front of the former hospital building and a single storey shed structure previously used for parking and storage. Access to the Elective Treatment Centre will be via a proposed new access road linking the R639 and the L2973, which will include accommodation works to the lands adjacent to both roads and will result in new arrangements for road users of the L2973. The proposed works to the L2973 includes its realignment and diversion to a new roundabout off which access to the Elective Treatment Centre will be provided via an upgraded existing entrance. The proposed access road includes footpaths, shared cycle/pedestrian paths, landscaping, fencing, public lighting and road barriers. The access road contains a bridge crossing of an existing watercourse, 2 no. agricultural underpasses and 2 no. attenuation ponds with perimeter fencing. The proposed development makes provision for the upgrade of the internal campus road network with pedestrian and cycle infrastructure, bus and taxi drop-off areas with associated shelters. These works will require the reorganisation and relocation of car parking serving the existing Tusla building on the St Stephen’s Campus through an extension of the existing carpark. Ancillary development includes the provision of surface car parking and motorbike parking. Bicycle parking will be accommodated within a single storey bicycle store. The development will also include public lighting, road signage, elevational signage, and boundary treatments. The proposed development will be served by 2 no. landscaped swales which will result in the relocation of 2 no. existing tee boxes forming part of St Stephen’s Pitch and Putt Club and the provision of ball netting. Associated external infrastructure will be accommodated with a service yard located to the north and west of the proposed Elective Treatment Centre. The service yard includes a single storey energy and utilities building, a single storey medical gases store building and 2 no. roofless cage structures containing a waste store and a medical gases compound. Site development works will involve site clearance, earthworks, external lighting, signage, utility connections, hard and soft landscaping and an area of ground mounted solar PV panels.
