6. The Developer shall comply with the following conservation requirements of the Planning Authority: b) Prior to the commencement of the development, the applicant shall submit for the written approval of the planning authority: i. A set of marked-up plan and elevation drawings to show the extent of all proposed conservation works for which specifications have been provided. ii. Elevation drawings to show the locations of historic windows that would be repaired and the locations of non-original windows where new sash windows would be installed. iii. Method statements for the repair of timber sash windows and the installation of new sash windows and frames. The profiles to the glazing bars, sashes, top, mid, and bottom rails shall be based on the profiles of the surviving historic sashes in the Protected Structure. The sash windows shall be externally putty faced with a glazing-compatible putty, such as a traditional linseed putty or a proprietary putty (for use with slim-profiled double-glazed units). Any proposed slim-profiled glazing shall conform to EU directives, shall not contain fritted glass, visible spacers, glass micro pillars, spacing dots, vacuum seals, nor plant-on glazing bars. Glass shall be clear. Draught brushes are a preferred form of draught proofing from a conservation perspective. The use of expanding foam is not supported. iv. Specifications for lime mortar pointing of brickwork which provides for the use of NHL 2 lime and omits the use of cement. v. Lath and plaster ceilings and cornices shall be inspected and assessed for repairs by a historic plaster specialist. A revised specification for the repair of flat ceiling plaster that has become detached from laths and repair of cornices shall be provided. All works shall be to good conservation practice. vi. The proposed pozzolanic lime mortar shall be omitted in its entirety. The applicant shall consider an alternative means of addressing damp that shall be of minimal intervention, which shall retain breathability and primary fabric and shall be based on the level of damp/water ingress evidenced in the site. The most suitable methods of addressing damp include the introduction of French drains within the landscaping directly adjacent to the building, ensuring that the lower ground floor space is adequately ventilated, exposing the base of the wall fabric externally (removing cementitious render and any non-breathable paints to the interior and exterior), and the use of sacrificial renders internally such as lime / hemp / clay. vii. A method statement including the proposed wall construction build up for where opes are to be infilled. viii. A revised 1:10 drawing for the proposed external basement door to the front of the Protected Structure which shall be a ledge and brace door and plain glazed sidelight. ix. Details of the proposed fixings for the proposed steel wheel channel on the basement access steps to the front. x. A drawn survey of historic boundary walls, cross-referenced with photographs to show the extent of proposed repairs required. The drawings shall be accompanied by a conservation specification and method statement for boundary wall repairs. xi. The existing basement steps, retaining wall and railings in the rear garden shall be recorded photographically and drawn at 1:20. The steps shall be retained and reused in the proposed flight along the boundary wall. The railings shall be retained and reused. xii. Clarification of the materials for the proposed external staircase and balustrade to the rear, noting the CO’s preference for cast and wrought iron in lieu of mild steel. xiii. The proposed troughs in the rear garden shall be omitted in favour of soft landscaping / hedging and/or climbing plants.
