Reviewed build intelligence

What the documents establish

Government document review

A ten-year final grant covers the energy centre and network. Conditions and May FI reduce the flue from the original 22 m description to 16 m; construction and equipment purchase remain unverified.

Final grant covers the centre and its heat network

Granted energy-centre and pipeline scope

What the evidence says
The 10 August final grant covers a district-heating energy centre of 1,439.1 m², demolition of 1,290 m² and approximately 7,877 m of district-heating network pipeline. Condition 2 gives ten years for the permitted development. Condition 3 requires an agreed phased consultation, coordination and monitoring regime before pipeline works commence.

Why it may matter — interpretation
Building and civil teams should separate the centre works from the network delivery programme and its coordination requirements.

What is not established
No pipeline start, building completion, commissioning or equipment award was established.

The operative flue height is 16 m

May FI geometry subject to August grant conditions

What the evidence says
The final-grant description repeats the original 22 m flue, but condition 1 incorporates the 20 May FI and condition 4 specifies a 16 m flue, grey unless otherwise agreed. Revised drawing 250375-12 FI02 dimensions the flue at 16,000 mm. Its earlier colour annotation is subordinate to the grant condition.

Why it may matter — interpretation
Fabricators and designers should use the revised height and conditioned finish when coordinating the flue package.

What is not established
Fabrication drawings, supplier, procurement and installation are not established.

The design anticipates steel framing and further ground investigation

November structural design basis, not a final foundation design

What the evidence says
The November P02 basis of design proposes a structural steel frame with concrete metal-deck roof and secondary rooftop steelwork supporting cooler fans. It assumes shallow pad/strip foundations but says geotechnical investigation is to occur before tender; tank and flue foundations depend on that investigation. This is the earlier structural basis, subject to the later FI and grant.

Why it may matter — interpretation
Structural contractors need verified ground information and final plant loads before fixing foundation or support-steel scope.

What is not established
Completed investigation, final foundation design, installed frame and supplier selection were not reviewed.

The network drawing provides paired-pipe trench families

Planning-stage network detail 03040 P01

What the evidence says
The P01 trench cross-section drawing depicts paired pipes in nine size families from DN65 to DN400, with bedding/backfill and warning-tape details. These are planning-stage trench details; they do not quantify route length for each pipe size.

Why it may matter — interpretation
Civil and pipe suppliers can identify the range of trench interfaces while seeking the route-specific take-off before pricing quantities.

What is not established
As-built routes, lengths by diameter, contractor appointment and installed pipe product were not established.
