What the documents establish

Government document review

W34 appeal324591 concerns Kerry2660536 and259 proposed dwellings. The NIS revision02 dated2June2026 retains alternative surface-water outfalls and specific habitat-related lighting requirements; appeal pending.

1 official documents inspected · Checked 2026-09-05 · Official file index

The NIS retains two outfall options

Proposed options; selection not established · Proposed drainage for the259-dwelling Countess Road scheme

What the evidence says
Both options use the on-site SuDS treatment train and restrict runoff to28.5L/s. Preferred Option1 uses the Countess Road public network via Countess Grove; Option2 uses an existing600mm public pipe toward the River Flesk. The report explicitly leaves Option1’s downstream treatment pathway uncertain.

Proposed drainage for the259-dwelling Countess Road scheme Downstream route uncertainty expressly retained by the NIS

Why it may matter — interpretation
Interpretation for drainage engineers: the unresolved outfall pathway is a concrete approval/design question affecting connection works.

What is not established
No final outfall selection, accepted connection, installed system or available contract is proven. Obtain the final drainage agreement; do not present the preferred option as selected.

Lighting is pulled back from sensitive site boundaries

Proposed in the inspected application · June2026 proposed Countess Road lighting mitigation; not a product schedule

What the evidence says
The NIS retains dark areas along eastern and south-western boundaries and pulls lighting back from the southern boundary. It describes proposed private downlighters with1.0lx spill onto footpaths and minimal spill beyond.

Why it may matter — interpretation
Interpretation for lighting designers and ecologists: boundary spill and dark-route requirements constrain the coordinated external-lighting layout.

What is not established
Fitting brand, count, final approved photometry and installed light levels are not established. Inspect the illumination contour drawing and eventual appeal conditions.
