What the documents establish

Government document review

The 83-home Phase 1D proposal received a conditional council decision on 4 August 2026 and is under Commission appeal 501989. Delivery of separately permitted infrastructure is a commencement prerequisite, not a fulfilled event. December 2025 design alternatives and May 2026 lighting revisions remain separately dated.

4 official documents inspected · Checked 2026-09-05 · Official file index

Phase 1D has explicit infrastructure prerequisites

Council condition; appeal pending · Meath 2660120, Athlumney Phase 1D; separate Phase 1B infrastructure is a prerequisite, not an added dwelling count

What the evidence says
The council order dated 4 August 2026 conditionally permits the 83-home Phase 1D proposal. Its conditions require delivery of the separate four-hectare open space and evidence that the 1.65-hectare district park, community centre/sports hall, childcare and neighbourhood centre under 24/60415 and Commission case 322341 are operational before the relevant commencement. Commission case 501989 is pending. These are delivery conditions, not evidence that those facilities exist.

Why it may matter — interpretation
Interpretation: identifies dependencies that can affect when this phase can proceed and prevents a permission date being presented as a construction start.

What is not established
No final appeal decision, fulfilled condition, construction start or additional scheme-wide dwelling total is established.

The revised lighting has 32 fittings; the original schedule had 30

Revised design; council decision under appeal · Phase 1D and distributor-road revised public lighting; historical December 2025 specification retained for comparison

What the evidence says
The December 2025 report specifies 21 Metro R03 and nine Metro R01 19 W luminaires. The July 2026 planner assessment of further information instead describes 32 Veelite Metro Streetlight LED fittings at 19 W or 52 W and 3000 K, including the distributor-road revision. It records no lighting in the F1 open space or the northwestern open space. The council condition refers to the revised design received on 29 May 2026. The two counts belong to different versions and must not be added.

Why it may matter — interpretation
Interpretation for lighting work: identifies a concrete version change and distinguishes lit road areas from intentionally unlit open space.

What is not established
No purchase, installation, as-built count or later appeal-approved lighting schedule is established.

The council specifies the shared-surface wearing course

Council condition; appeal pending · Council-conditioned shared surfaces within Phase 1D; decision under appeal

What the evidence says
The council condition specifies a 35 mm layer of buff or beige, 10 mm SMA 10 surf with colour-matched aggregate in proposed shared-surface areas, unless otherwise agreed. It does not apply that finish to every road or establish a measured quantity.

Why it may matter — interpretation
Interpretation for surfacing trades: gives a specific layer and finish while retaining the condition allowing a later agreed change.

What is not established
Area, tonnage, manufacturer, agreed substitution and installed surface are not established.

Drainage and compensatory storage still require agreement

Council condition; appeal pending · Phase 1D flood and surface-water conditions; no quantity or tank specification inferred

What the evidence says
The council conditions require a ten-metre riparian strip and agreement of proposed levels, compensatory storage, and the revised attenuation and sustainable-drainage design before construction. These are outstanding design and agreement requirements rather than a fully approved construction detail or evidence of installed storage.

Why it may matter — interpretation
Interpretation for drainage and civil engineering: identifies work that needs a coordinated agreed design before a construction specification can be relied on.

What is not established
Final storage volume, discharge arrangement, proprietary system and completion of the agreements are not established.

Heating, hot water and ventilation are not selected in the energy statement

Original energy design remains unselected · P02 energy statement for the original Phase 1D application, before the later further-information decision

What the evidence says
The December 2025 energy statement leaves the space-heating, hot-water and ventilation systems to the design team. It discusses photovoltaic panels or a heat pump as renewable options. This establishes design intent and alternatives, not a selected heat-pump product or equipment schedule.

Why it may matter — interpretation
Interpretation for building services: shows that a later coordinated mechanical and electrical design is needed before treating equipment as specified.

What is not established
No selected manufacturer, model, capacity, unit count, procurement or installed heating system is established.

Remaining document questions
  • Which later official decision, approved detail or revision changes these source-specific findings?
  • Has a phase-specific official record established the selected equipment or installed specification?

Selected pages of 4 government-published PDFs were visually inspected. The council index contained 213 parsed document rows. Five PDFs were accessed; selected rendered pages of four support these findings. The remaining case documents have not been fully inspected. Proposals do not establish procurement or installed work.
