RED III planning permission for a period of 10 years for development on a site of 4.63 hectares within the “Flynn Renewable Energy Park”. The proposed development site is located approximately 185m southwest of the R156 and northeast of “Drummonds”, in the townland of Newdown, The Downs, Mullingar, Co. Westmeath. The proposed development is a “renewable energy development” for the purposes of the Renewable Energy Directive III and will consist of: i. Buildings and Associated Structures: administration building (395sq.m GFA and approx. 5.4m high (h); main process building (5,573sq.m GFA and approx. 14.74m-15.3m h) and an attached biofilter building (1,066sq.m GFA and approx. 9.9m h) with odour control system and associated emission stack 30m h; and a control building (22sq.m GFA and approx. 4.4m h). ii. Bunded Tank Farm: including 4 no. digester tanks and a digestate storage tank (each approx. 17m h); a sludge buffer tank (approx. 12m h); 3 no. liquid feedstock tanks (approx. 12.6-13.8m h), a desulphurisation unit (approx. 14m h) and 4 no. lightning rods (23m h). iii. Associated Plant: a carbon dioxide (CO2) liquefaction plant (approx. 11.5m h); a biogas upgrade plant (approx. 6.41m h); 4 no. fan coolers (approx. 2.2m h); 2 no. enclosed combined heat and power (CHP) units (approx. 7.5m h), an enclosed boiler unit (approx. 5.44m h) with a shared stack 30m h; a gas flare stack unit (approx. 10.1m h); a fuel storage tank (approx. 1.83m h); a gas grid entry unit (approx. 5.1m h); a firewater tank (approx. 10.1m h); 3 no. liquefied petroleum gas (LPG) storage (propane) tanks (approx. 3.8m h); and a backup generator (approx. 2.6m h). iv. Provision of 21 car parking spaces (including 2 EV charging spaces and 2 accessible parking spaces), 2 motorcycle parking spaces and a covered bicycle store providing 5 no. bicycle parking spaces. v. Upgrading and widening to approx. 7.0m width of the existing access road together with works to improve visibility sightlines at the existing junction with R156 Road. vi. All ancillary site development works and services, including connection to water supply, security gates, a freshwater storage tank (approx. 5.1m overall h), a wheel wash, two weighbridges, landscaping, boundary fencing, 2 no. headwalls with associated pipework for extension of the existing surface water culvert drainage to accommodate the access lane, site lighting, surface water drainage and underground attenuation tanks, a foul effluent collection system, one entrance sign and one directional sign, a service yard, internal circulation routes, pipe bridges, access stairs and footpaths and all associated site development and infrastructural works
