Having regard to the site location at the edge of an “accessible area” where SPPR 3 of the Compact Settlement Guidelines identifies a maximum parking ratio of 1.5 spaces per unit, the MMP carried out as part of the proposed development and the absence of any alternatives in terms of on-street or other public parking provisions in the area; the Planning Authority is not satisfied that the mobility needs of workers and residents have been adequately provided for in the car parking ratio of 0.33 spaces per unit and the mobility measures proposed. The layout and quantum of car parking therefore do not comply with Policy SM7 and Section 12.7.4 of the South Dublin County Development Plan 2022-2028, the ‘Sustainable Residential Development and Compact Settlement Guidelines for Planning Authorities’ (2024) and the ‘Planning Design Standards for Apartments, Guidelines for Planning Authorities’ (2025). Coupled with concerns raised in relation to the proposed layout of the area to the front of the proposed development, its interface with the public realm and the poor Green Space Factor score, suggests overdevelopment of the subject site. It is therefore considered that the proposed development would set an undesirable precedent for similar developments which would, cumulatively and alone, create an unmanageable situation and be contrary to the proper planning and sustainable development of the area.
