  1. The subject site is located in an area zoned ‘HT’ High Technology with the objective to ‘provide for office, research and development and high technology/high technology manufacturing type employment in a high quality built and landscaped environment’ in the Fingal Development Plan 2023 – 2029. The retention development would adversely affect the viability of the ‘HT’ High Technology lands to act as a location for high technology uses and as such materially contravenes the ‘HT’ High Technology zoning objective of the Fingal Development Plan 2023 – 2029. Therefore, the proposed development conflicts with Objective EEO13 of the Fingal Development Plan 2023 – 2029 and is therefore contrary to the proper planning and sustainable development of the area

  2. Insufficient data has been submitted with the planning application to demonstrate that the proposed development will not have a detrimental impact on the capacity, safety or operational efficiency of the national road network in the vicinity of the site. In the absence of such information the proposal would be contrary to the proper planning and sustainable development of the area.
