What this record establishes

Only exact linked records appear here. A missing appeal, commencement or completion entry means that evidence has not been established on this page. It does not prove that the event never happened.

Planning scale and individual notice or phase quantities remain separate. Notice quantities are not added into a development total or completion percentage.

Complete formal refusal grounds · 2 grounds · 2026-05-18

The council’s formal grounds for this decision. Planner assessment and later appeal outcomes are separate.

  1. The subject site is zoned ‘TC’ Town and District Centre with the objective to ‘protect and enhance the special physical and social character of town and district centres and provide and/ or improve urban facilities’ with the Fingal Development Plan 2023-2029. The proposed mixed-use development by way of its height, scale and design is visually dominant, architecturally incongruous, visually competes with surrounding buildings and adversely protrudes the skyline on approach into Blanchardstown Village. In this regard, the development will detrimentally impact on the established character and appearance of Main Street and the surrounding area. As such, the proposed development contravenes Polices SPQHP5 & SPQHP35, Objective SPQHO34 and materially contravenes the ‘TC’ Town and District Centre zoning objective of the Fingal Development Plan 2023-2029 and the National Policy Objective 12 of the National Planning Framework (2024) and will set an inappropriate precedent for other similar forms of development. The development is therefore contrary to the proper planning and sustainable development of the area.

  2. Having regard to the provision of zero car parking serving a residential development consisting of 15 no. apartments, the development is contrary to the requirements of SPPR 3 of the Sustainable Residential Development and Compact Settlements Guidelines for Planning Authorities (2024) and the Planning Design Standards for Apartments Guidelines for Planning Authorities (2025) which have been issued to planning authorities under Section 28 of the Planning and Development Act (2000), as amended, and is contrary to Objective DMSO24 of the Fingal Development Plan 2023-2029 and will set an inappropriate precedent for other similar forms of development. The development is therefore contrary to the proper planning and sustainable development of the area.
