Reviewed build intelligence

What the documents establish

Government document review

Westmeath decided to grant 93 homes (81 houses and 12 apartments) and a childcare facility on 8 July 2026 with 24 conditions. Appeal 501836 is pending. The June services design, earlier indicative finishes and council conditions remain separate evidence stages, with no final grant or installed works established.

Two drainage networks with StormTech storage

Proposed in application · Revision 03 services proposal dated 10 June 2026, received 11 June

What the evidence says
The June 2026 services revision specifies voided stone below permeable parking, rainwater diffuser units, roadside collection, petrol interception and StormTech attenuation. Network 1 also routes north-road runoff through a swale. Infiltration test results were inconclusive, so storage design uses a 100-year rainfall event with a 30% climate allowance.

Why it may matter — interpretation
Interpretation: identifies distinct drainage packages and the reason storage is required instead of assuming reliable infiltration.

What is not established
No installed tank, confirmed storage volume, final construction drawing or condition discharge was verified. The two networks are not housing phases or separate projects.

Different Hydro-Brake controls for the two networks

Proposed in application · Separate modelled outflow controls in the 10 June 2026 services revision

What the evidence says
The model specifies Hydro-Brake Optimum outflow controls for Network 1 at a design flow of 18.8 litres per second and design head of 1.420 metres, and for Network 2 at 4.0 litres per second and 1.200 metres. Both calculation sheets warn that substitution of another control type invalidates the routing calculations.

Why it may matter — interpretation
Interpretation: distinguishes the design flow and head for each drainage network.

What is not established
No supply order, installed control or agreed substitute is established. The flow rates are not combined into a project demand figure.

Indicative roof, window and balcony systems

Proposed in application · Original July 2025 life-cycle schedule, received 10 October 2025

What the evidence says
The July 2025 life-cycle report describes brick and self-finished render, TPO or similar flat-roof membranes, flat cement tiles on pitched roofs, thermally broken double-glazed uPVC or aluminium windows, and powder-coated steel balconies capable of off-site manufacture. The report expressly says its material information is indicative and subject to detailed design.

Why it may matter — interpretation
Interpretation: identifies potential envelope and balcony packages without turning maintenance assumptions into final specifications.

What is not established
Final brands, profiles, colours, performance certificates and later agreed substitutions remain unconfirmed. Indicative service lives are not product warranties.

Council required 10% communal EV charging

Council decision under appeal · Condition 5 in the council decision to grant, now under appeal 501836

What the evidence says
Condition 5 of the 8 July 2026 council decision requires functioning EV charging at a minimum of 10% of communal parking spaces, ducting for the remaining communal spaces, and exterior electric connections for future charging at in-curtilage house parking. Compliance details must be agreed before commencement.

Why it may matter — interpretation
Interpretation: separates communal charger provision from private parking prepared for future charging.

What is not established
Exact charger quantities, power ratings, operator appointments, installed systems and Commission outcome remain unconfirmed.

Council removed the proposed amphitheatre earthworks

Council decision under appeal · Condition 6 in the council decision to grant, now under appeal 501836

What the evidence says
Condition 6 requires revised plans omitting the proposed amphitheatre earthworks shown on landscape drawing 093624_LP_02 dated 11 June 2026. It instead requires a generally level landscaped amenity area with minimal alteration to existing ground levels, subject to written agreement.

Why it may matter — interpretation
Interpretation: records a later scope change affecting earthworks and landscaping.

What is not established
The replacement agreed landscape drawing, cut-and-fill quantities and completed works were not inspected.

Remaining document questions
  • Which later official decision, approved detail or revision changes these source-specific findings?
  • Has a phase-specific official record established the selected equipment or installed specification?

Selected pages of 3 government-published PDFs were visually inspected. The parser found 178 document rows containing View links; the normal browser counted 179 visible links, a different link-count basis. Three PDFs were inspected on selected pages; the full 178-row case file was not reviewed. Proposals do not establish procurement or installed work.

What this record establishes

Only exact linked records appear here. A missing appeal, commencement or completion entry means that evidence has not been established on this page. It does not prove that the event never happened.

Planning scale and individual notice or phase quantities remain separate. Notice quantities are not added into a development total or completion percentage.
