What this record establishes

Only exact linked records appear here. A missing appeal, commencement or completion entry means that evidence has not been established on this page. It does not prove that the event never happened.

Planning scale and individual notice or phase quantities remain separate. Notice quantities are not added into a development total or completion percentage.

Complete formal refusal grounds · 1 grounds · 2026-03-27

The council’s formal grounds for this decision. Planner assessment and later appeal outcomes are separate.

  1. The proposed development would be located in a rural unserviced area, identified as a Rural Area Under Strong Urban Influence, as set out in the Cork County Development Plan 2022, remote from a settlement and appropriately zoned land. Having regard to the location, nature, scale and design of the proposed development in a residential site context in a rural area, it is considered that the proposed development would be contrary to the strategic policy for the rural area and also for the development of such uses within existing settlements and it would be contrary to objective ZU 18-2 of the Cork County Development Plan 2022 which seeks to ensure that development proceeds in accordance with the general land use objectives and specific zoning objectives that apply to particular areas, including ZU 18-17 with regard to town centre/neighbourhood centre uses. The proposal would detract from the rural character and the amenities of the area, including residential amenity, and it would set an undesirable precedent for similar developments. Therefore, it is considered that the proposed development would be contrary to the stated objective and the proper planning and sustainable development of the area.
