What the evidence says
The council identified the narrow building-to-boundary space as the problem. A004/00 shows a rear turning manoeuvre, followed by passing the two docks and reversing into each position. The response explains that sequence; it is submitted swept-path evidence, not independent validation of a safe operational yard.
