What this record establishes

Only exact linked records appear here. A missing appeal, commencement or completion entry means that evidence has not been established on this page. It does not prove that the event never happened.

Planning scale and individual notice or phase quantities remain separate. Notice quantities are not added into a development total or completion percentage.

Complete formal refusal grounds · 1 grounds · 2026-05-05

The council’s formal grounds for this decision. Planner assessment and later appeal outcomes are separate.

  1. The proposed development would be located in a rural unserviced area to the north west of Whitechurch village. As indicated in the Cork County Development Plan 2022, it is the Council’s stated objective to encourage development that respects the character, pattern and tradition of existing places, materials and built forms and that fits appropriately into the landscape, as set out in objective RP5-22. Having regard to the site context, it is considered that the proposed development, by virtue of its location, siting, layout, size, scale, design and nature, with separate access and services, would constitute haphazard and disorderly development, with a poor relationship with the residence and outside of the permitted site boundary and the proposal would detract from the rural character and the visual amenities of the area which would be inappropriate in this rural site context. The Planning Authority is not satisfied that the proposed development would not be injurious to the amenities of neighbouring residential property. The proposal would set an undesirable precedent for similar developments. Therefore, it is considered that the proposed development would be contrary to the stated objective and the proper planning and sustainable development of the area.
