  1. The applicant has failed to demonstrate that the proposed access arrangements would not comprise a serious traffic hazard due to the substandard access from the existing road network, and off Palmer Road. The existing road network and the existing access off Palmer Road have not been completed to Fingal County Council’s standards for taking in charge. The proposed development would by virtue of its failure to account for the issues raised within the submitted Road Safety Audit, and by virtue of its failure to address the substandard receiving environment with regard to access, be considered contrary to Objective DMSO118 of the Fingal Development Plan 2023-2029 (Road Safety Measures), and contrary to the proper planning and sustainable development of the area.
