5. The applicant shall comply with the following conditions from the Transportation Planning Division: b) (i) Prior to commencement of development, and on appointment of a Main Contractor, a Construction Environmental Management Plan (CEMP) having regard to the Mitigation Measures outlined in the CP1190 Poolbeg 220kV Reinforcement Planning and Environmental Considerations Report (Jacobs, June 2023) shall be submitted to the planning authority for written agreement. This CEMP shall provide detail of the implementation of construction environmental management and mitigation measures and the intended construction practice for the development including a detailed Construction Traffic Management Plan, hours of working, noise and dust management measures and off-site disposal of construction/demolition waste. The works shall thereafter be carried out in accordance with the approved CEMP/CTMP. (ii) The Construction Traffic Management Plan shall include construction traffic trip generation, mitigation measures required for the development and shall include, but not be limited to, traffic-management arrangements for the operation of local roads during delivery of abnormal loads.
