Key facts

What was decided

Wicklow County Council refused permission for planning application 2660824 on 30 Oct 2026. The council received the application on 11 Sep 2026, for a site at Kilmacanogue South, Co. Wicklow. The applicant is AJP Thermal Properties Limited.

The proposal

What was proposed

The council's description lists a scheme of 26 residential units: 5 one-bed ground-floor apartments, 5 two-bed duplex units on the first and second floors, 8 two-bed ground-floor apartments and 8 three-bed duplex units on the first and second floors, with connection to public services, car parking, landscaping and boundary treatments, and surface water attenuation.

The decision

Why it was refused

The council's first reason is that the site lies within the reserved corridor for the N11/M11 J4 to J14 Improvement Scheme. Having regard to Objective CPO 12.37 of the Wicklow County Development Plan 2022-2028, which aims to protect the N/M11 and N81 route improvement corridors, it found that the development would interfere with the design options for that scheme, would compromise its implementation, would materially contravene the objective and would be premature pending the further development of the roads scheme. The second reason is that the council considered the proposal would result in a haphazard and substandard form of residential development, having regard to insufficient detail submitted, including on protection against traffic noise, an ecological impact assessment for the Kilmacanogue Marsh proposed Natural Heritage Area, a visual impact assessment, daylight and sunlight, safe sightlines at the entrance, surface water drainage, public open space and a reasoned justification for the density. It found that permitting the development in its current format would be contrary to objectives CPO 6.3, 6.4, 17.8 and 17.38 of the County Development Plan.

Outlook

What happens next

The decision can be appealed to An Coimisiún Pleanála within four weeks beginning on the date of the decision. Work is not expected unless the decision is overturned on appeal or a new application is granted. The record page carries the application's dates and a link to the council's file.
