Decision to grant revised plans for 430 apartments in six blocks at Waterford North Quays

Waterford City and County Council decided on 21 Oct 2026 to grant permission, with five conditions, for planning application 2660108 at Waterford North Quays, Dock Road, Ferrybank, Waterford. The applicant is Hopcast Limited. The council received the application on 27 Feb 2026, requested further information on 22 Apr 2026 and received it on 29 Sep 2026.

The application is for modifications to Blocks C to H, previously permitted under planning reference 2460304, within the same building envelope: revisions to the unit mix and floor plans, with minor revisions to the facades and private balconies. The six blocks were permitted with 350 apartments (106 one-bed, 32 two-bed three-person, 175 two-bed four-person and 37 three-bed) and 1,964 m² of supporting uses at lower levels. The revised blocks hold 430 apartments (228 one-bed, 7 two-bed three-person and 195 two-bed four-person) with 1,734 m² of supporting uses, in a total gross floor area of 34,239 m² (previously 33,862 m²).

Blocks C and D are nine-storey blocks of 71 apartments each; Block E is an eight-storey block of 66; Blocks F and G are nine-storey blocks of 75 each; and Block H is a nine-storey block of 72. Each block includes retail accommodation at its lower levels. The description says the ancillary accommodation, supporting infrastructure and site and development works are as previously permitted.

The decision is open to appeal for four weeks from the decision date. The final grant issues after that if there is no appeal, and building work cannot start before it.
