A refused conversion becomes part of a completed work package.
A vacant Block F retail unit was refused residential use because of concerns about the development’s mixed-use character. A successful appeal was followed by a shared commencement notice and a completion certificate covering conversions in three blocks.

An earlier permission keeps Block F in commercial use
An earlier conversion permission allowed changes elsewhere but condition 2 retained this Block F unit for commercial purposes. That condition later became part of the council’s reason for refusing a new residential conversion.

Two separate conversion applications are lodged
Application 2528/20 sought two apartments in Block F. The concurrent 2527/20 application initially proposed fourteen apartments across K1 and K2. Both were lodged on 18 March; each keeps its own planning history.

The council refuses two Block F apartments
Dublin City Council considered that losing this retail unit would undermine the wider mixed-use scheme. Its own decision notice dates the refusal 1 July 2020, matching the signed Board order. The inspector’s report says 29 June 2020; that discrepancy remains visible, but the council record establishes the decision date.

The stamped further-information submission changes K1 to four ground-floor and two first-floor apartments, and K2 to four apartments. A larger retail unit and a management suite retain other uses. This is the revised ten-apartment proposal, distinct from the original fourteen.

The council’s final notice records this decision date for 2527/20. Permission incorporates the revised information received on 2 October, subject to conditions. It is a separate permission from the Block F appeal.

The appeal succeeds
The Board concluded that the proposed conversion, subject to conditions, would not harm Clancy Quay’s long-term viability and would accord with the site’s zoning. It granted permission for the two Block F apartments.

The final grant confirms the amended K1/K2 permission. Its 15 December date belongs to 2527/20; it does not replace the 19 November permission date for the two Block F apartments.

The earlier planning history
The inspector links the 2006 permission 6113/04 (Board reference 29S.216060), the 2010 modifications under 2771/09 and the 2014 conversion permission 3274/13. They explain this unit’s history within Clancy Quay; their quantities are not combined with the later conversion works.
Block F appeal → shared construction notice
The amended 2527/20 permission covers six K1 and four K2 apartments; 2528/20 and appeal 307743 concern two in Block F. CN0074141DC explicitly includes both permissions and the same block quantities. One shared notice connects the work package while keeping the two permissions distinct.
A certificate for the described works
CC00000036237DC records the conversion work package, not the entire Clancy Quay development. Its repeated building rows represent one completion event. Certificate validation does not establish an occupation date.
