Final grant dated 17 August 2026 incorporates the June revision, subject to its conditions. Earlier March design statements are preserved as history; no construction or compliance agreement is established.
Final grant covers a 9,920 m² light-industrial unit
Council-conditioned design; construction not established · Carlow reference 2660081; August final grant following March application and June revision
What the evidence says
The final grant is dated 17 August 2026. It covers a 9,920 m² light-industrial building with training and warehouse mezzanine space and a two-storey office/support annex. Condition 1 makes the June further-information revision part of the permitted design and restricts warehousing, training and office uses to ancillary roles; it does not permit retail warehousing.

Why it may matter — interpretation
Interpretation: establishes both the authorised use and which dated design revision governs.

The June design increases storage and reduces discharge
Council-conditioned design; construction not established · June Issue 3 / revision 02, received 19 June and incorporated by grant condition 1
What the evidence says
The March engineering report states 1,357 m³ of attenuation storage with a 15.2 l/s discharge rate. The June report instead states 2,663 m³ and 9.8 l/s, with approximate tank dimensions of 41.7 m by 16.8 m by 3.8 m. These are successive design versions, not two tanks or quantities to add. The volumes are those reported by the engineer and are not independently recalculated.

Why it may matter — interpretation
Interpretation: exposes a material engineering revision that the original application alone would miss.
What is not established
Final manufacturer, hydraulic verification, installed capacity and commissioning remain unverified.

The revised drainage strategy removes the green roof
Council-conditioned design; construction not established · March-to-June report change within the same industrial application
What the evidence says
The March report describes a green roof as an integral part of surface-water management. The June report explicitly states that the development does not include a green roof. It also excludes dedicated rainwater harvesting, permeable paving and tree pits from its proposed drainage strategy. The earlier green-roof statement is retained as version history, not a current works opportunity.

Why it may matter — interpretation
Interpretation: prevents a superseded roof specification being presented as a current package.
What is not established
The reviewed material does not establish a later reinstatement or an installed roof system.

A 100 mm PE100 loop is specified, with connection conditions
Council-conditioned design; construction not established · June water-supply design and August grant condition 6
What the evidence says
The June report proposes a 100 mm PE100 looped watermain, an entrance bulk-meter chamber and fire hydrants. The final grant requires a Uisce Éireann connection agreement before commencement. It separately requires the third-party wastewater infrastructure owner’s written consent and evidence of receiving-network capacity.

Why it may matter — interpretation
Interpretation: connects the pipe specification to the unresolved service-consent dependencies.
What is not established
Executed agreements, accepted capacity evidence and completed connections have not been inspected.

The grant requires three interceptors before attenuation
Council-conditioned design; construction not established · August final-grant condition 7, read alongside the revised tank design
What the evidence says
Condition 7 requires three suitably designed, located and maintained interceptors before any surface water enters the attenuation tank. It also requires clean surface-water discharge, a SuDS approach and separation from the foul system. This is a council requirement; the selected interceptor products and completed installation are not established.
August final-grant condition 7, read alongside the revised tank design
Why it may matter — interpretation
Interpretation: distinguishes the definite conditional quantity from the reports’ less specific interceptor wording.
What is not established
Interceptor sizing, selected models and installation evidence remain unverified.

The final lighting layout still needs written agreement
Council-conditioned design; construction not established · August final-grant condition 5
What the evidence says
Condition 5 ties external lighting to the June further-information details and the council specification. It separately requires a lighting layout showing all proposed locations for written agreement before commencement, and prohibits additional external lighting without prior agreement.
August final-grant condition 5
Why it may matter — interpretation
Interpretation: identifies a remaining design-approval dependency without treating proposed fixtures as purchased.
What is not established
An agreed final layout, fixture count, product selection and installation have not been verified.
