  1. The applicant has failed to adequately demonstrate rural linkage and housing need in accordance with the rural housing policy as set out in Volume 1 Table 4.6 of the Wexford County Development Plan 2022- 2028. It is a requirement that the applicant must have lived in this Uplands Landscape for a minimum period of 10 years and that the site is within 3 km radius of where the applicant has previously lived or is currently living. No supporting documentation has been submitted. The proposal is therefore contrary to the proper planning and the sustainable development of the area.
  2. It is the policy of the Council to ensure that developments are appropriately designed and sited to preserve the rural character and visual amenities of the surrounding landscape. The proposed prefabricated timber home (log cabin) by reason of its form, design and characteristics of an alpine dwelling is considered out of character with this rural area and landscape having regard to its setting and character of existing development in the vicinity. The proposed development would likely result in a negative impact on the visual amenities and character of this rural area and would set a precedent for further development of this type within the rural landscape. The proposed development is therefore considered contrary to policies relating to rural design and siting set out in Section 3.1 of Volume 2 of the Wexford County Development Plan 2022-2028 and contrary to the proper planning and sustainable development of the rural area.
