(1) Removal of existing rear garden storage building along the east boundary; (2) Converting the existing first and second floors into two studio apartments; (3) Construction of a new three-storey rear extension comprising of three one-bedroom apartments on the ground, first and second floor levels (totalling two studio apartments and three one-bedroom apartments across the development); (4) Provision of all associated site works, including bicycle parking and bin storage facilities at ground floor level.
Having regard to: es a) The inadequate separation distances between the windows serving the proposed apartments within the site itself and between the windows serving the os upper floor one-bedroom units and the existing property to the north; rp b) The lack of provision of private amenity space serving 2 apartments coupled with the poor quality of the private open space serving the remaining three units noting their Pu north-facing aspect, proximity to existing opposing windows and in the case of the ground floor unit, directly addressing the rear service area of the adjoining hotel. n io c) The overall poor design and lack of detail submitted to demonstrate that the proposed apartments would receive adequate levels of sunlight and daylight; ct pe d) The location of the bin store within the courtyard of the proposed development resulting in noise and odour nuisance in this restricted space for the proposed ns residential units, -I e) The proposed density of the development at 217 units per hectare, which significantly exceeds the maximum density considered appropriate for this location and; il nc f) The lack of detail submitted outlining the relationship between the proposed extension and adjoining properties to demonstrate that the proposal would not appear ou overbearing or result in an unacceptable level of increased overlooking or increased overshadowing of these adjoining properties; C It is considered that the proposed development would result in the overdevelopment of the y site and in a haphazard and substandard form of residential development which would be nt contrary to Objectives CPO 6.3, CPO 6.4 and CPO 6.16 of the 2022-2028 County ou Development Plan which seek the highest possible standard of living for future occupants and the highest quality of layout and design for new residential developments, while C protecting the existing amenity of an area.
